Post:

Head of the Navigation Support Office, Ground Systems Engineering Department, Directorate of Operations and Infrastructure.

This post is classified in the A2/A4 grade band of the Coordinated Organisations’ salary scale.

Duties:

The postholder will report to the Head of the Ground Systems Engineering Department. The Navigation Support Office develops and runs satellite-based navigation facilities and provides support to projects requiring this expertise from an operational point of view. It further promotes innovation in this field for ground segment applications by participating in scientific and technical networks in Europe and worldwide and conducts leading-edge research. The Office operates a state-of-the-art Navigation Facility in the ESOC Operations Control Centre.

The Head of the Office, supported by their team, carries out the following tasks:
  • management of a range of projects in the field of satellite-based navigation, carried out on behalf of internal and external (third party) customers;
  • support to the development, integration and validation of the Ground Mission System for the European Galileo project and to EGNOS evolution and performance evaluation;
  • maintenance and operation of the ESA IGS (International GNSS* Service) Analysis Centre and the associated GNSS ground station network, and participation in management of the IGS and its research projects and working groups, as well as related international commitments (International Committee on GNSS ICG, Global Geodetic Observing System GGOS, International Laser Ranging Service, and others);
  • precise orbit determination and modelling in support of ESA Earth observation missions involving on-board GNSS and other advanced tracking systems, including evaluation of flight experiments;
  • provision of leading ESA expertise in the field of space geodesy, including participation in GGOS;
  • specification of the systems needed to execute the above tasks and management of the corresponding industrial development contracts.
  • definition and management of appropriate studies funded by ESA technology programmes;
  • cooperation and exchange with the other Department Units, mainly in the area of astrodynamics.
The post also entails consolidating the support to internal customers in the Navigation and Earth Observation Directorates, as well as attracting new project customers. Cooperation with the Technical and Quality will be required to achieve that goal.

Qualifications:

Applicants for this post should have a university degree or equivalent qualification in mathematics, natural sciences or engineering, and extensive experience of managing highly qualified teams in a multi-project and international environment.

Applicants should have excellent interpersonal skills and proven ability to convey technical matters clearly (orally and in writing). Previous experience in several of the following fields would be an advantage: satellite navigation, orbital mechanics, space geodesy, advanced estimation techniques, software engineering and configuration management, development of mission critical software systems.

The working languages of the Agency are English and French. A good knowledge of one of these two languages is required. Knowledge of another member state language is an asset.
